| Additional Captured Documents
Regarding the Transfer of Saudi Funds to Families of Casualties |

| 1. | The following is new information based on additional captured documents that were recently uncovered. |
||||||||
| 2. | The previous document included a table of first, second, third (partial), and tenth cycles of payment of The Saudi Committee for Intifadat al-Quds. Since then, a number of individual pages originating from the Charity Committee of Tulkarm’s computer were found. These pages contain tables of the eight and ninth cycles of payment of the Saudi Committee. Two additional terrorists whose cause of death is stated in the Saudi document as “Suicide Act” appear on the page containing the ninth cycle of payment: | ||||||||

| 3. | Appendix A contains the original Arabic document detailing payments to these suicide bombers | ||||||||
| 4. | In addition, a table drafted by the Charity Committee of Tulkarm containing data on Palestinian casualties in the Tulkarm area was found. (See Appendix B). Conspicuous in this document is the high number of casualties due to suicide attacks. We assess that this table, and others like it, were conveyed to The Saudi Committee for Support of Intifadat al-Quds who used it as a basis for budgeting disbursements to families of casualties, as illustrated in the following diagram. | ||||||||

| 5. | A binder with bank checks that were transferred to the Charity Committee of Tulkarm was found in the Charity Committee’s office. The binder contained a number of cases of fund transfers by various Saudi parties destined for the Charity Committee through US banks, via the Arab Bank. It should be noted that the Charity Committee of Tulkarm is aligned with Hamas and maintains tight contacts with Hamas’ operational-terrorist network. | ||||||||

| Saudi Funding
of Palestinian Terrorists: Duplicitous Messages Continue |

| 8. | The Saudis continue to air duplicitous messages, even following reports of Saudi funding of terrorism in the US media and while they attempt to counter Israel’s accusations regarding the funding of terrorism vis-a-vis both the US Administration and US public opinion | ||||||||
| 9. | On the one hand, Saudi government officials claim (New York Times, 9 May 2002) that Saudi Crown Prince Abdallah warned Arafat in a telephone conversation that the latter should act urgently and strongly against the Hamas, which claimed responsibility for the Rishon Le Zion bombing. Adel al-Jaber, foreign policy advisor to Crown Prince Abdallah, went as far as to express regret for “the deaths of innocent civilians who have no connection to the reason that caused their death.” (In an interview to MSNBC, 8 May 2002). | ||||||||
| 10. | The Saudis continue to claim that the assistance that they offer to the Palestinians is humanitarian in nature. For example, during a 5 May interview to NBC, Secretary of State Powell stated that the US Administration has raised the issue of Saudi funding of Palestinian suicide terrorists directly with the Saudis (apparently during Crown Prince Abdallah’s visit to Washington). According to Powell, he believes the explanation proffered by the Saudis, namely that the funds were transferred to international humanitarian organizations whose task it is to reduce the distress of people in need, but not to terrorists. The Saudi Interior Minister, Na'ef Bin Abed Al Aziz, stated (Al Siasa, 11 May) that "the contributions were for humanitarian purposes" and that Saudi Arabia "is assisting every family that lost its livelihood or whose home was destroyed" and he assured that this aid would continue. | ||||||||
| 11. | On the other hand, the Saudi delegate to the Islamic conference which took place in Malaysia (on the evening of the Hamas suicide bombing in Rishon Le Zion) expressed his principled support of suicide actions. Sheikh Saleh Abd al-Aziz Muhammad al-Sheikh – Saudi Minister for Islamic Affairs – represented his country in the meeting of religious affairs ministers in the framework of the International Islamic Conference, which took place in Kuala Lumpur, Malaysia. A heated debate transpired between the Saudi minister and the Deputy Prime Minister of Malaysia on the issue of suicide terrorist attacks. (AP, as quoted by Turkish Daily News, 7 May 2002) | ||||||||

| 13. | It should be noted that this is not the first Saudi pronouncement extolling suicide terrorists. Ghazi Algosaibi – Saudi Arabia’s ambassador to the UK – wrote a poem praising “martyrs” (the poem’s title was Al-Shuhada’, Arabic for martyrs) which appeared on the front page of Al-Hayat (published in London and distributed throughout the Arab world). The poem was penned two weeks after a female suicide terrorist blew herself up in Jerusalem. British commentators claimed that the poem was dedicated to her memory. (Note: On 29 March 2002, Ayat Muhammad Lutfi al-Akhras – resident of Deheishe refugee camp -- blew herself up in the entrance to a supermarket in Jerusalem. This suicide terrorist attack left two dead civilians and 22 injured civilians. The Al-Aqsa Brigades (Fatah) took responsibility for this attack). | ||||||||

| Anti-Israel and Anti-Semitic Materials | |||||||||
| 15. | Documents encouraging suicide attacks as well as those containing anti-Israeli, anti-Jewish, and anti-Western incitement were found in the offices of the Charity Committee in Tulkarm. Among other things that were found was a leaflet entitled The Jewish Hatred for the Human Race containing a strong anti-Jewish and anti-Semitic tone. The leaflet, basing itself on Koranic verses, describes the Jews as the enemies of Islam and its values, the murderers of prophets, and as carriers of “deep-seated aversion to the whole human race.” | ||||||||

| Identification of the Hamas

| 17. | The handwritten message “My congratulatory wishes to Kamal Tamimi” was found on a document of the Saudi Committee for the Support of Intifadat al-Quds. The message was penned by the Committee’s secretary general. In a brief prepared by the Department of State’s Assistant Coordinator for Anti-Terrorism on The Holy Land Fund, Kamal Tamimi is cited as the former head of the Holy Land Fund, Hebron office. The brief states that Tamimi was identified by Israel as a Hamas activist, and that in 1992, he was one of the Hamas activists expelled to Lebanon. It should be noted that the document found during Operation Defensive Shield was written after The Holy Land Fund was outlawed by the US. | ||||||||
