Transfer of funds by Interpal to the Qalqilya Al-Qur’an and Sunnah Committee1


1. The documents in this Appendix were found in the offices of the Qalqilya Al-Qur’an and Sunnah Committee on July 8, 2004.

Overview
The Qalqilya Al-Qur’an and Sunnah Committee was founded in 1996 by Hamas activist Ibrahim ‘Abd al-Rahim Muhammad Daoud. Today it is considered one of the most important components of Hamas’ infrastructure in the area. It owns office buildings, a clinic, two schools, a kindergarten and residential buildings. It operates both in the field of welfare and as part of Hamas’ terrorism-supporting apparatus (providing aid to the families of shaheeds). The Committee has branches in East Jerusalem, Nablus, Tulkarm and Jenin.
Committee is headed by two Hamas activists:
  Ibrahim ‘Abd al-Rahim Muhammad Daoud (also known as sheikh Bilal Hanoun), a Qalqilya resident, is the Committee founder and director. He directs the Qalqilya branch of the PA Ministry of Islamic Religious Endowments, and is a Hamas activist.
  Sheikh Khalil Khidhr Mustafa Zayd , a Qalqilya resident, serves as head of the Qur’an and Endowments department and is in effect second in command. He is one the most senior Hamas members in Qalqilya.
The Committee receives financial aid from a number of funds and foundations in Saudi Arabia, the Gulf States and the West, among the latter, from Interpal.
In 2002 it was outlawed by Israel as part of Hamas’ civilian infrastructure.

Appendix E (1)

A letter from Interpal’s project department to the Hamas-affiliated Qalqilya Al-Qur’an and Sunnah Committee ( May 14, 2004). The Committee is requested to send Interpal the details of its bank account for the purpose of transferring funds. The letter is signed by ‘Issam Majid, the head of Interpal’s project department. The stamp at the top of the letter signifies that the letter was received.

The Qalqilya Al-Qur’an and Sunnah Committee director, Ibrahim ‘Abd al-Rahim Daoud (a well-known Hamas activist) answers Interpal’s request (Appendix E (1)) and sends the details of the Committee’s bank account.

Appendix E (3)

Transfer of allotments by the Qalqilya Al-Qur’an and Sunnah Committee to the widows of shaheeds, among them the widow of a Hamas suicide bomber

The transfer of allotments for the widows of shaheeds killed during the ongoing violent Palestinian-Israeli confrontation for the period of March to June 2003. Every widow received the sum of 200 Jordanian dinars (about $288) from the World Arab Committee / Revival of Islamic Heritage Society.2 The first widow on the list, Nahil Yussuf ‘Abdallah Hamaad is the widow of Rafik Muhammad ‘Ali ‘Abd al-Rahim Hamaad, a Hamas terrorist who perpetrated the suicide bombing attack at an intersection in Bnei Brak (near Tel Aviv) on October 10, 2002 in an attempt to blow up a civilian bus. Hamas claimed responsibility for the attack in which one Israeli citizen was killed and 30 were wounded.

2. A Kuwaiti fund with international branches. Those in Pakistan and Afghanistan are designated by Executive Order 13224 as of January 2002. The fund supports, among others, Hamas institutions in the PA-administered territories.
